Incoming TARC Executive Director, A Long-Time Developmental Disabilities And Human Services Advocate
TARC’s Board of Directors is pleased to introduce and welcome Matt Fletcher as the incoming TARC Executive Director. Eileen Doran, TARC’s current Executive Director, will be retiring after leading the organization with tremendous grace, passion and outstanding leadership for almost 15 years.
“I couldn’t be more excited that the TARC Board of Directors has named its next leader, who has been as much an advocate for the rights of individuals with intellectual and related disabilities, than its first leader in 1954, Ethel May Miller.” said Doran.
Fletcher brings with him over 25 years of experience in Kansas public policy on intellectual and developmental disabilities and has leadership experience with organizations very similar to TARC.
Fletcher’s advocacy for individuals with developmental disabilities began in 1999 when he joined InterHab Inc., the largest trade association for disability service providers in the state of Kansas, as the Coordinator of Information Services. He quickly moved into the Associate Executive Director role in 2003. Fletcher was hired as Deputy Director at Johnson County Developmental Supports in 2015, where he ensured high-quality service delivery was provided to more than 500 persons with IDD. He was also responsible for the oversight of all program areas of the agency, which encompassed the work of more than 250 employees. In 2018, Fletcher was recruited back to InterHab Inc. to assume the Executive Director position, where he has served as spokesperson on behalf of thousands of professionals, persons with disabilities and their families.

Jayme Painter, Search Committee Chair for TARC’s Executive Director, shared that the committee unanimously believed that “Matt possesses the leadership, expertise, and integrity necessary to guide TARC with vision, stability, and growth. His extensive career in the Human Services field makes him an exceptional choice for the next Executive Director of TARC”. Fletcher assumes the role of Executive Director on July 7, 2025.
